One odd error in the article:
The old one was in the office and the information on the base showed that it uses 12V at 1.8 Amps. Immediately my colleague said that this is 22.5 Watts.
No, that’s 21.6 Watts.

Maybe the “error” is more subtle than one would think.
Go to the article. The 12V at 1.8A shows in one of two images. If you blow up Graham’s other image, the labelling shows a 10W USB Power Adaptor with 5.1V at 2.1A.
But 5.1 * 2.1 = 10.71.
I think the first error was my fault. Colleague said “about” 22W and I tried to do the calculation in my head. I will fix that. The iPad charger marked at 10w? That is Apple and not me. Thx.
Apples invite for their Sept 10th event states “This should brighten everyone’s day” The 17w charger is for the new flashlight. You heard it here first.
Samdung misheard the rumor, and Samdung production lines ground to a halt when workers were seen to sneak off to the bathroom with the Galaxy FleshLights being produced…

It could be that the new iPad charges more quickly and therefore requires a higher power supply than it currently comes with.

There may be an altogether pedestrian reason for this.
An iPhone charger is 5W. An iPad charger is 12W. If you have both devices, a single 17W charger that could charge both simultaneously would be nice. I’d buy several, especially for travel.
