The article is saying a DEVELOPER release may be ready by June, not a commercial release..
A commercial release would likely be 8-12 months after a developer release, so we are easily looking at mid 2011.

Of course Apple has started development of 10.7. They always start it by the time the current OS is released. The build # will be something like 11A001 where 11 is the eleventh version of OSX (including the early betas and dev previews), A is the first major dev branch and 001 etc are the sequential builds. SL is currently at 10C540.
Whether we will see a dev preview in June is questionable. The time between OS releases are increasing as the platform has matured. The transition to Intel is complete and any major enhancements can be handled in the short term with new updates to SL.
Lion is an obvious name for OSX but Apple will probably keep that when Windows has finally fallen to pieces. There’s still Cougar, Ocelot, Lynx among others.

It will not be $29.00 dollars. Of this, I can assure you. Snow Leopard was a maintenance release, per say. It really did not provide new features as so much as under the hood enhancements. 10.7 will be a full blown feature rich Windows 7 obliterating release.

If 10.7 adds lots of new functionality, then you may be right about expectations of higher pricing. Apple tagged SL with a cut-rate price because they wanted to get as many users as possible to upgrade, thus speeding the transition to 64-bitness and away from PPC at the same time. A rapid adoption also put more pressure on vendors to update drivers and such. Apple reduced expectations for SL and reduced the price commensurately.
It is also possible, however, that Apple has implemented a new strategy for differentiating itself from Microsoft and the rest of the Wintel crowd. Apple can afford to cut prices on the Mac OS X because it is subsidized by hardware sales (Macs, iPhones and iPod touches). If, by trimming the price of Mac OS X, Apple can increase Mac hardware sales and upgrades as well as revenues through other Apple products (e.g., iTunes, App Store, etc.), then it makes sense to do so. Low cost releases of Mac OS X updates keep people excited about Apple products, and make Windows look outdated in comparison. If new releases of Mac OS X facilitate the roll-out of new products/technologies (e.g., rumored iSlate, rumored cloud services), then it makes even more sense to use Mac OS X as a loss leader to boost user adoption and sales in other areas.
Mac OS X is the engine that drives the Apple product line. Rapid adoption of new versions of Mac OS X is the key to pushing innovation and feeding the bottom line.
Microsoft has less OS pricing flexibility than Apple because it primarily lives on the revenue from three sources – Windows, Office, and licensing/servicing of enterprise products. Its hardware products do not appear to be profitable, and Windows is not leveraged nearly as effectively as the Mac OS in the mobile arena.

Even at $129 OSX is way cheaper than Winblows so that differentiating factor was already there. Obviously $29 has even more impact.
One thing to consider is that Apple’s customer base is getting quite large. Assuming that ~30% of new mac sales in the last 5 years are to those new to the Mac Apple could easily have a user base of 50-100MM. Even if only 20% bought the new OS at an ASP of ~$100, they could realize revenue of $2BB. That’s not insignificant and could encourage Apple to keep price of the new OS high.
