Freeware title Cartoon Editor hits version 1.4

By using Java2D, Cartoon Editor offers complex shapes (including splining), antialiasing, degrees of transparencies, gradients, and more. With QuickTime it can import most recognized picture file formats and export QuickTime movies. It uses a technique known as ?tweening? to animate from one group of settings to another. Because tweening ultimately boils down to formulas and numbers, it can create animations of infinitely many frames with pristine detail. You can also export animations as single frames of animation; other freeware programs can easily put these frames together to make animated gifs for webpages. More info and download link here.
