“What if the federal government were about to give away more than $400 billion in grants, but only people whose computers ran on Microsoft software could apply? That is the predicament that many scientists, scholars and others say they are in as the government enters the final phase of its five-year effort to streamline its grant-application process,” Rick Weiss reports for The Washington Post. “The new ‘Grants.gov’ system, under development at a cost of tens of billions of dollars, aims to replace paper applications with electronic forms. It is being phased in at the National Institutes of Health, Department of Housing and Urban Development and other federal agencies. All 26 grant-giving agencies are supposed to have their application processes fully online by 2007.”
“The problem: Although many U.S. scientists and others depend on graphics-friendly Macintosh computers, the software selected by the government is not Mac-compatible. And it is expected to remain so for at least a year,” Weiss reports. “Concerns about fairness during the transition have prompted angry humor on Mac-related listservs. ‘Uh, this would be the same government that spent a lot of time and money pursuing Microsoft for its anti-competitive behavior?’ one blogger wrote. ‘And they now offer a government site that mandates monopoly?'”

It’s also the same government that has accessibility laws on the books and is not supposed to exclude millions of people from such application processes. This whole mess is typical, of course. Weiss reports that the reason it’s all happening is because of “a small Canadian company called PureEdge Solutions [that was given] the job of creating the electronic forms. The PureEdge solution, it turns out, works only with the Windows operating system. And that is especially galling, several scientists said, as at least one major grant-making agency, the National Science Foundation, has for many years been using a ‘platform-independent’ system that works seamlessly with all kinds of computers.”

Let’s not forget Linux either: nearly every faculty member I know uses either Linux or Macs as their primary OS. Now there are Windows machines around (in the student labs), so I suppose we can use them for the actual submission process, but WHAT A PAIN, and how incredibly stupid to force this behavior.
I’ve submitted numerous grants to NSF using my Mac, and their system works just fine. Why the he|| the rest of the government granting agencies couldn’t just “steal” the NSF fastlane procedure, I have no idea. Billions of tax payer dollars to re-invent the wheel–and then do it wrong. How typical indeed!

This is nothing new.
I’ve been forced to use Windows based systems for over a year since the U.S. Department of State made their DSP-5 submissions for getting authorization to talk technical details of items listed under ITAR (International Traffic in Arms Regulations) with non U.S. persons. Their altenative for the foreseeable future? Do everything by paper. (This is their form of assuring accessibility.) Get the forms from State, fill them out, have them delivered by courier (FedEx will do) then contact them about updates and status by mail. (I’ve never had any of the ITAR people answer their phone and they return phone calls when I’ve left messages <5% of the time.) So… I can use a Windows based system and file quickly, do updates and get status within minutes … or I can go back to the 70s and use snail mail.
The U.S. Department of State has been claiming for almost a year that they are in the process of moving to a system which allows non Windows based systems to file electronically. However, to date, they have not done so.
Because of this I don’t believe for a single second that NIH and others will be accessible by non Windows users within a year or so of the systems coming online.
The oddity here is that NIH is a big user of Macs.

Grants.gov and NIH is partnering to provide free access to Citrix servers for Non-Windows users (e.g. Macintosh users) who are looking for an alternative to using PC emulation software with the PureEdge forms. This service will be available for use at the end of December 2005.

They won the fight but lost the war.
The people at NASA who were fighting against the 100% Windows mandate at a particular NASA center in Texas finally got the NASA Inspector General to investigate how that decree came about. (In some cases year old Macs were being replaced with new Windows machines.) The IG in his final report required that the particular NASA center stop — immediately — it’s forced move to Windows based systems. (Turns out the head of IT for that center was a die hard Windows fanatic and was even featured in a few Microsoft ads. Also a true cost/benefit analysis was never done before the mandate to move to Windows was made.)
The problem was that by the time the IG put an end to the forced move to Windows virtually all the non Windows systems were gone from that particular center. The conversion to Windows as a single platform was already nearly complete.

NASA isn’t entirely Mac unfriendly. I work with a large number of people who work at NASA Goddard Space Flight Center in Greenbelt, MD and they almost exclusively have Powerbooks. These are scientists, at GSFC there seems to a culture where the scientists have Macs (and some Linux) and the Engineers run Windows.
The main reason for the move to Macs for the scientists is that the majority of the software they run works until Unix based systems best, and poorly if at all under Windows (usually requiring Cygwin).
I haven’t seen such an asinine move in the treatment of a “minority group” since Katrina and New Orleans.
With over half the scientists and creatives using the Mac, and 90% of the computing world using peeshits and the site being Windoze only…maybe the govt doesn’t really want to give the money away

I am a cancer researcher, a Mac user and my laboratory has been supported by NIH and the National Cancer Institute for 14 years. When I go to Washington DC to review grant applications for NIH, at least 25% to 50% of the scientists on those committees are using Macs. I am outraged that the NIH would develop an electronic grant submission system that is not Mac-compatible, especially when NSF and the Dept. of Defense (which funds breast cancer, prostate cancer and other biomedical research) have had electronic submissions systems in place for years that work with any computer.

Of course this makes perfect sense. 99% of the entire world computing population uses windows so the site is developed to work with those. Who cares about the other 1 billion of 1% of the rest of the computing industry? Get used to the fact that sites only run on Microsoft based technogy which is far superior to anything anyone else comes up with. We know this to be a fact because that is what everyone uses and free market economies work on who has the best product. Apple has fallen flat on its face for years so it should not be surprising that people picked practically anything else to get away from them.
The internet would be a much better place if all websites were developed exclusively with Microsoft software and only worked with Internet Explorer. We would finally have every site work with every computer instead of dealing with people that don’t want to be compatible with the rest of the world.

No local infrastructure is required, and any Mac user with an internet connection can use it. It’s completely self-contained and includes everything needed:

Afghan television broadcasts footage of Al-Qaeda murders
KABUL (AFP) – Afghan television broadcast what it said was exclusive footage of men murdered, some of them beheaded, in Pakistan because they were against the extremist Taliban and Al-Qaeda movements.
The images broadcast on the evening news bulletin of private Tolo television station showed the decapitated heads of three men being held up in front of a crowd of onlookers.
They also showed several bodies being dragged behind a pick-up truck.
Tolo said the pictures were filmed in Pakistan’s South Waziristan tribal district, which shares a border with southern areas of Afghanistan most affected by a deadly insurgency blamed in most part of Taliban militants.
The men were killed because they “allegedly opposed the presence of Al-Qaeda and Taliban operators in South Waziristan”, the television station said in a statement on Friday.
“The footage, obtained by Tolo TV exclusively, shows half a dozen dead bodies being dragged by a vehicle through the streets of Mandrakhel (in Waziristan) — while a uniformed Pakistani military officer drives past without interfering,” the statement said.
“In other scenes mutilated bodies and severed heads are placed on display in various positions and locations to dissuade others from opposing Al-Qaeda/Taliban presence in the region.”
“Crowds are heard chanting ‘long live Osama bin Laden’ and ‘long live Mullah Omar’,” it said. The men are respectively the leaders of Al-Qaeda and the Taliban.
The television station did not say how it obtained the footage of the alleged incident, which it said occurred about a month ago.
The leadership of the ultra-conservative Islamic Taliban regime is believed to have fled from Afghanistan into neighbouring Pakistan after it was toppled in late 2001 in a US-led invasion.
The attack that ousted them was launched after the hardliners did not hand over Osama bin Laden — a staunch ally — wanted for the September 11 attacks. During their nearly five-year hold of government, the Taliban imposed a harsh version of Islamic Sharia law which included chopping off hands for theft and public executions, with the bodies of the dead sometimes paraded in public.
Many believe the nearly four-year-old insurgency that sees almost daily attacks in Afghanistan, including beheadings, is directed from across the border in largely lawless, tribe-dominated areas of Pakistan, including Waziristan.
Pakistan has for about two years had thousands of troops in the area to root out militants, but some Afghan officials say more needs to be done to remove the extremists hobbling the country’s attempts to rebuild.
Cooperation between Islamabad and Kabul against the militants was the main theme of a three-day visit by President Hamid Karzai to Pakistan which ended Friday.
