“We’ve already learned quite a bit from Mark Zuckerberg’s grilling on Capitol Hill. But Zuckerberg also revealed another fact that is sure to worry anyone who doesn’t use Facebook,” Matthew Humphries reports for PC Magazine. “As many already suspected, Facebook collects data about non-users, too.”
“During Zuckerberg’s Wednesday appearance before the House Energy and Commerce Committee, Rep. Ben Lujan asked him whether or not Facebook collected data on users who did not have an account,” Humphries reports. “‘In general we collect data on people who are not signed up for Facebook for security purposes,’ Zuckerberg said. Lujan asked if these are what is known as ‘shadow profiles,’ but Zuckerberg said he is ‘not familiar’ with that term.”

“Lujan pointed out that, ‘You’ve said everyone controls their data, but you’re collecting data on people that are not even Facebook users who have never signed a consent, a privacy agreement,'” Humphries reports. “As Bloomberg points out, former Facebook employee Antonio Garcia Martinez has said this non-user data is ‘collected for growth reasons as well.'”

It will be interesting to see what FaceBook does when the European General Data Protection Regulation (GDPR) comes into force in May 2018. It will prohibit many of FaceBook’s controversial practices while reinforcing the right to privacy and control of data for European citizens. Any company falling foul of the new laws will face fines of up to 4% of their global turnover.
FaceBook will either have to apply those rules globally, or else comply with them in Europe, but work to a lower standard in the US. I can’t see that latter option going down well in the light of recent revelations.
The issue of prior consent will certainly apply to FaceBook collecting data about people who are not FaceBook users. A related regulation, The European Privacy Directive will outlaw unsolicited and nonconsensual electronic communication, and require those making marketing calls to display their phone number on CallerID or use a special prefix used solely for marketing calls. In short, users should be able to block unsolicited marketing calls.

Just as FB collects data that does not belong to the user, so the NSA collects data that it’s not authorized to collect. The parallel is right there.
There are parallels for sure and unique characteristics that are grotesque in their own way.
One of the most disgusting items I read from Snowden apart from the phone metadata collection was some of the industrial sabotage commentary “If there is information at Siemens that they [the NSA] think would be beneficial to the national interests, not the national security, of the United States, they will go after that information and they’ll take it.”
Snowden has been making a lot of comments recently about Facebook and their non ethical approach to data. Again nothing very complimentary there but it puts a perspective on the situation.
It was a tough call for him but I’m glad that he decided not to betray humanity.
