ESTABLISHMENT OF THE AMERICAN TECHNOLOGY COUNCIL
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1. Policy. It is the policy of the United States to promote the secure, efficient, and economical use of information technology to achieve its missions. Americans deserve better digital services from their Government. To effectuate this policy, the Federal Government must transform and modernize its information technology and how it uses and delivers digital services.
Sec. 2. Purpose. To promote the policy set forth in section 1 of this order, this order establishes the American Technology Council (ATC).
Sec. 3. ATC Establishment and Membership. The ATC is hereby established, with the following members:
(a) The President, who shall serve as Chairman;
(b) The Vice President;
(c) The Secretary of Defense;
(d) The Secretary of Commerce;
(e) The Secretary of Homeland Security;
(f) The Director of National Intelligence;

Sec. 4. Additional Invitees. The Director may invite the heads of agencies with key service delivery programs to attend meetings of the ATC on a rotating basis and may also invite the heads of those service delivery programs to attend. The President, or upon his direction, the Director, may also invite other officials of executive departments, agencies, and offices to attend meetings of the ATC from time to time.
Sec. 5. ATC Meetings. The President, or upon his direction, the Director, may convene meetings of the ATC. The President shall preside over the meetings. In the President’s absence the Vice President shall preside, and in the Vice President’s absence the Director shall preside.
Sec. 6. ATC Functions. (a) The principal functions of the ATC shall be to:
(i) coordinate the vision, strategy, and direction for the Federal Government’s use of information technology and the delivery of services through information technology;
(ii) coordinate advice to the President related to policy decisions and processes regarding the Federal Government’s use of information technology and the delivery of services through information technology; and
(iii) work to ensure that these decisions and processes are consistent with the policy set forth in section 1 of this order and that the policy is being effectively implemented.
(b) The functions of the ATC, as specified in subsection (a) of this section, shall not extend to any national security system, as defined in section 3552(b)(6) of title 44, United States Code.
(c) Nothing in this section shall be construed to impair or otherwise affect the authority of any agency or of OMB, including the authority of OMB to monitor implementation of Administration policies and programs and to develop and implement management policies for all agencies.
Sec. 7. ATC Administration. (a) The ATC may function through ad hoc committees, task forces, or interagency groups, each to be chaired by the Director or such official as the Director may, from time to time, designate. Such groups shall include a senior interagency forum for considering policy issues related to information technology, and a deputies committee to review and monitor the work of the ATC interagency forum and to ensure that issues brought before the ATC have been properly analyzed and prepared for decision.
(b) The ATC shall have a Director, who shall be an employee of the Executive Office of the President designated by the President.
(c) All agencies are encouraged to cooperate with the ATC and to provide such assistance, information, and advice to the ATC as the ATC may request, to the extent permitted by law.
(d) Consistent with the protection of sources and methods, the Director of National Intelligence is encouraged to provide access to classified information on cybersecurity threats, vulnerabilities, and mitigation procedures to the ATC in order to facilitate the ATC’s activities.
Sec. 8. Termination. This order, and the ATC established hereunder, shall terminate on January 20, 2021.
Sec. 9. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof;
(ii) the functions of the Director of OMB relating to budgetary, administrative, or legislative proposals; or
(iii) the provisions of the Presidential Memorandum of March 19, 2015, entitled “Establishing the Director of White House Information Technology and the Executive Committee for Presidential Information Technology.”
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

If he has a conflict of interest due to his outside business connections, how can we be sure that his advice is unbiased and, therefore, how can we have confidence in the quality of presidential decisions that are based on that advice?
For example, there are the conversations Mr. Kushner had with the Russians allegedly concerning establishing a back channel for communications with the Kremlin that would be operated by the FSB (ex-KGB) station in the Russian Embassy but impervious to monitoring by U.S. security agencies.
The Russians have claimed that Kushner’s discussions with the FSB-connected bank were not about government issues, but about business opportunities in Russia and/or Russian financing for The Kushner Company. If a presidential adviser was mixing his personal business with the country’s business, that is about as big a conflict as can be imagined.
If George Soros is actually the Nazi demon that you have argued he is, the fact that one of the top troika of presidential advisers owes him $250 million is hardly “deflection.” Again, it reflects the quality of advice that our President is using to reach his decisions.

I do tend to react when people assert “facts” that are not actually the case. People are not entitled to their own facts.
When I react, I try to stick to readily verifiable facts. I will admit that I sometimes drift over into opinion when the “alternative fact” that provoked me is particularly egregious.
I expect my evidence about facts to be countered with evidence that shows me factually wrong. botvinnik and GeoB have never, ever, done that. They simply reassert their falsehoods without providing any evidence for them and move immediately to personal insults. Frankly, I find that un-American.
I certainly have never posted that these two are not actually patriotic Americans they claim to be, but actually Russian agents. I recognize that people I disagree with may still be fellow conservatives and Republicans who simply put more weight on party loyalty than on loyalty to free enterprise and the U.S. Constitution.
Debating on facts and not personalities is what civilized people do. You use facts if you have them. If you don’t use them, it makes a pretty good case that you don’t have them.

Of course not. We have it on the highest authority that any threat that Russia might pose to America is fake news. They are bailing out the Kushner Companies, several Trump associates, and possibly Trump Enterprises itself out of the goodness of their hearts, expecting nothing in return.
That’s why it is such a good idea for the White House to communicate with the Russian authorities using FSB facilities that nobody in the American government can monitor. Clearly, the Russians (who, the President assures us, didn’t try to influence our elections) wouldn’t use a private channel directly into the White House for any purpose that does not selflessly serve American interests.
Seriously, though, I am more worried about the “Wag the Dog” scenario unfolding in the Middle East at the moment. Our President seems to be doing everything in his power to whip Qatar into line with the other Gulf autocracies, humiliating his own Secretary of State in the process. It is ludicrous to suggest that Qatar and its citizens have provided more funding for terrorism than the Saudis.
It is even less reasonable to ignore the role of the official Saudi religious leadership in spreading their Salafi ideology around the world. Essentially every terror assault against the West in the last half-century has been directly inspired by the Wahhabi extremism that has been the Saudi stock in trade since the 18th century. Iran and the Shiites have played no significant role in terrorism (except within the Middle East itself), no matter what our President might claim.
The Wahhabi leadership has been appealing directly to their adherents within Qatar (almost half the citizen population) seeking a regime change that would solidify Saudi control over most of the Gulf’s energy reserves (the UAE is already playing the Saudi game to preserve its own independence). When Iraq invaded Kuwait in 1990, the West went to war because we could not tolerate the concentration of so much petroleum in hostile hands. In 2017, we seem to be encouraging the Saudis in acquiring an even greater share of the world’s resources that they can use to finance the spread of Salifism.
Of course, a new Gulf War would distract the American people from their unhealthy preoccupation with our great friends in Russia. The Saudi leadership, like Putin, provides another perfect model for someone who aspires to misogynistic authoritarian rule.
Finally, the American government acknowledged today that we have committed military assets (aircraft and special ops forces) to support President Duterte of the Philippines. You know, the guy who has sponsored thousands of extrajudicial killings and admitted to personally killing alleged drug dealers. The same one that our President congratulated for his war on drugs and whose efforts to suppress Muslim dissent sparked a revolt. Another good man for us to go to war for.
