I would add “Restore as New” to the mix. I upgraded a 2012 iPad from iOS7 to iOS8 and it was terrible. Did a restore and installed iOS 9. Even with same apps as before, it runs fine, if a little sluggish.
Yep that’s fair actually. I think the author had in mind how to enhance performance of newly acquired older models and kind of got stuck into that viewpoint. I think the author would like it if that was added in article comments.
