“The iPad mini has arrived — with supply problems in tow,” Brooke Crothers reports for CNET. “”The problem is that AUO is a new supplier, and they’re not able to get to the volumes that Apple needs. So, essentially, there’s just one supplier [LG Display],” said Richard Shim, an analyst at NPD DisplaySearch, who covered the topic in a blog post today: ‘AUO is having yield issues with the 7.9″ panel…AUO shipped just over 100,000 units. The production plan is reach 400,000 units in October, 800,000 units November and 1 million in December.'”
“LG Display shipped 300,000 panels in September, with plans for 1 million in October and then getting to 3 million in December, according to Shim,” Crothers reports. “‘The new low price point is expected to appeal to a wider audience and drive up demand,’ Shim said in his blog. ‘However, panel supply chain indications point to an even more than typical tightness in the market for the iPad Mini.'”

why would i want a tiny screen tablet when i can buy an iPad 4 for just a little more?
Because it weighs more than twice less and because you can hold it in one hand — if you like to be that mobile, you would like iPad mini.
Next year Apple might offer iPad mini Retina, but this will be only next year.

Because they’re different, with different use cases. Your question makes as little sense as saying, “Why would I want this sport sedan when I could buy an SUV for just a little more?”
I also question your judgment if you consider 50% more “just a little more”.
I’m pre-ording a 16GB iPad mini because it’s right in me sweet spot for size, price, and application. The new iPad is overkill.
Well, if you’re not smart enought to work out what advantages a smaller pad has over the bigger version, I’m not sure my giving you a list would enlighten you.
For me, it’s a better navigation device than an iPhone, easier to carry in a jacket pocket, easier to hold one-handed, better ebook reader for that reason…
I have an iPad 3, and as soon as I can afford it I’ll be getting a Mini as well.
