Apple has released iOS 4.3 beta 2 to developers:
BGR reports, “The new beta adds Wi-Fi hotspot capabilities for GSM iPhones amongst other things.”
We expect more details will begin leaking shortly.

Also worth noting those four finger gestures will not be included in the final 4.3 release. A note says they’re just testing to see how it works with existing apps. I assume it’ll be for iOS 5
