“With the release of iOS 11.4, Messages in iCloud, which keeps your iMessage and SMS messages in sync between your Apple devices, is now available to the public,” Joseph Keller writes for iMore.
“In addition to syncing your messages, Messages in iCloud lets you store your messages, photos, and other attachments in iCloud, letting you free up storage space,” Keller writes.
“Messages will also immediately start to appear on new devices after you sign into your iCloud account,” Keller writes, “and once you delete a message thread on one device, it will be automatically deleted on all of your devices.”

UPDATE: May 30, 2018, 9:11am EDT: macOS 10.13.5, which Apple has not yet released publicly, is required to enable Messages in iCloud on Mac. We expect it to be released soon. When you have macOS 10.13.5 installed, to enable Messages in iCloud on your Mac:
1. Open Messages
2. Messages > Preferences
3. Click Accounts
4. Select the checkbox next to Enable Messages in iCloud
Nothing on MacOS or Apple Watch (which was my biggest hope). So basically this is good if you own both an iPad and a phone?
It takes a while for the iPhone to upload all the messages to iCloud. Should show the status at the bottom of iMessage on the iPhone.
Does this count against your quota I wonder?
Yup…Check your iCloud ten in System Preferences.

Does the fact that messages now would be in iCloud mean they are more easily turned over to law enforcement?
Yes. Read the iCloud agreement. Nothing there is guaranteed private or secure. Apple just advertises that it doesn’t sell it (yet).
Of course if you make the stupid decision to be a criminal, then a warrant can be issued for all information on your phone, ISP, cloud service, etc. All companies including Apple comply with that regularly, as it should be.
Amazing job by Apple once again. As soon as I turned the new feature on, all my SMS and iMessages are gone. My list only shows SMS/iMessages received after enabling the feature.

I lost a whole day on this, no problem at all… it was nicer when things just worked.
iMessage is for messages, by the way. Short term, transient, something that is important right now kind of topics.
I do. Contacted Apple support, they have no idea what’s going on so assigned me with a case number to investigate the issue
