“President Donald Trump is considering a new way of distributing the H-1B visa to ensure they go to the ‘best and brightest,'” Patrick Thibodeau reports for Computerworld.
“The phrase ‘best and the brightest’ has long been used by tech industry groups to champion the H-1B program. It’s greeted with derision by critics, who say the program’s mostly entry-level workers are used to displace U.S. workers,” Thibodeau reports. “But some critics of the visa, a group that now includes top officials in the Trump administration, are adopting the phrase to advance the idea of a priority-based H-1B distribution system.”
“This comes from a draft executive order by Andrew Bremberg, the director of Trump’s Domestic Policy Council. The order — if signed by the president — opens the door to major reforms of the H-1B and the Optional Practical Training programs,” Thibodeau reports. “What is unclear is whether Bremberg’s draft executive order represents a rough draft still in the works or a final order awaiting the president’s signature.”
“One question still not answered is whether the Trump administration is seeking changes that will affect the upcoming April 1 lottery,” Thibodeau reports. “As it stands, Fiscal Year 2018 H-1B visas will be distributed by random lottery, not by any priority or merit-based system.”

Vox reports, “A sweeping proposed order would, essentially, operate across a number of channels to reduce the scope of legal immigration to the United States. It also begins to lay the administrative and policy groundwork for further legislation altering the scope of legal immigration into one that, in the words of the cover memo, ‘prioritizes the interests of American workers and — to the maximum degree possible — the jobs, wages, and well-being of those workers.'”
“The order itself contains a variety of provisions,” Vox eports. “One would reverse Obama’s extension of the duration of Optional Practical Training work visas and decision to allow the spouses of H-1B guest workers to also have work permits. Another would undo relief Obama has granted to people eligible for green cards but unable to apply for them due to what’s known as the ‘three- and ten-year bars.'”
Vox reports, “The H-1B program, which is often used by outsourcing firms, has come under recent criticism from both Trumpist Republicans and pro-labor Democrats, and the Trump administration is reportedly looking at another way to determine which of the hundreds of thousands of H-1B applicants get visas (instead of the current lottery system).”

If you had any experience in technical recruiting, you would realize that there is a drastic shortage of qualified developers in the US. College graduates are nearly useless unless they have spent a large amount of time interning during their education.
But if you’re talking network/help desk support, that pool is slightly better to find engineers, and also the area targeted by H1-B1 visas as that work is much lower skill.

Try for once to think past your ideology. An import tax on goods from Mexico will be passed on to the American consumer, and ultimately paid by Americans. Oil is one of Mexico’s largest exports to the US, and Mexico is the second largest exporter of agricultural products to the US. Import taxes will only increase the price of staple items such as gas and food for Americans, who in the end will be paying for the wall. Not smart.

Some of the things Trump is doing I’m very much in favor of. But the whole “tax remittances to pay for the wall” thing is a boneheaded move. Brian is right. We will ultimately pay for the wall one way or another. Mexico simply doesn’t have the money.
Mexico is confronted with several serious problems, which is why so many want to leave. Systemic corruption at all levels of government, a breakdown of basic law and order in several border states driven by cartel violence, and depressingly deep poverty.
These problems are largely ones of Mexico’s making. But the US has exacerbated them. The bipolar war on drugs coupled with the unrelenting desire to consume illegal drugs pits competing forces in Mexico against each other. US weapons exports and drug money fuels much of Mexico’s corruption and violence.
I’m all for securing our borders via a wall or by other means. But a wall by itself won’t be enough. We need to stop making things worse. Instead of sewing animosity and bad blood while trying to punish the Mexican people, why don’t we behave like good neighbors and give them a helping hand? It really is in our own self interest.

The people are trained, but the American workers do not want to work for the salaries being offered, thus the tech companies can say they can’t find workers and need to hire immigrants.
My main problem with the administration’s and the republican congress’ position on this is the hypocrisy, as the biggest reason companies have had for lowering wage costs is to make wall street happy, and we now have 6 senior administration people who were top Goldman Sachs alumni. So when they worked for Goldman it was fine to punish companies for not maximizing “shareholder value”, and now they want to punish those same companies for doing exactly what their shareholder masters at GS were telling them to do.
The fact that Trump supporters are twisting themselves in knots to make excuses for these a-hole is what is really annoying.
Regarding corporate abuse of H-1B visas, the corporation that imports workers is taking jobs, not creating them. It’s up to the corporation to train its workers rather than replacing them with scabs. Any corporation that denies Americans should simply move to India or Pakistan where it can also be denied the huge benefits to freeload in the US without giving anything meaningful back to workers and society except gadgets that add little meaning to life.
The H1-B visa is now restricted to ‘white’ people of native English speaking people of European ancestry. Are Jews allowed though? The master race is about to be purified by the Aryan Nation through Trump and his ilk. Next: start on deportation, concentration camps and executions.

Distribution by lottery does not seem appropriate for this particular visa program. If that’s what this change is about then I’m all for it. I like what Canada has been doing with means and skills requirements. The H-1B program has merit and can be invaluable to companies who need to hire the best, wherever they hail from. But entry level hires seem questionable at best.
What we are seeing is a large group of Democrats wetting their pants and realizing they need to throw the biggest temper tantrum in the world or else all their dreams and hard work of the last 8 years will go up in smoke.
Sorry but Obama almost doubled the national Debt. It took ALL previous presidents to get to $10 Trillion. Obama by himself added another $9 Trillion. Things need to change drastically. Get used to it.
