Yep, you can still use a deactivated iPhone to access the internet via WiFi for web browsing, games, etc. In addition, an iPhone includes GPS, unlike an iPod touch, so you can use it for navigation if you have a WiFi link for the map data.
My old 4 is permanently installed in my Mini solely as a music player.
That’s what I did. I mounted it in my S2000 and plugged it into a Neo-ion adapter which makes the stock radio think I have a CD Changer. I installed CarTunes for easy control(much easier to swipe the screen than try to hit a small GUI control while driving). With WiFi syncing and smart playlists, anything I listened to that was not rated 5 stars would be removed and replaced with something I hadn’t heard in a while as soon as I pulled into the garage.

No kidding. We’ve handed down two 5S iPhones to my oldest granddaughter. Both had smashed screens within a week. This after two-plus years of pristine use by original adult ownership.
