Apple today released iOS 8.1.3 which includes bug fixes, increased stability and performance improvements, including:
• Reduces the amount of storage required to perform a software update
• Fixes an issue that prevented some users from entering their Apple ID password for Messages and FaceTime
• Addresses an issue that caused Spotlight to stop displaying app results
• Fixes an issue which prevented multitasking gestures working on iPad
• Adds new configuration options for education standardized testing.

iOS 8.1.3 is available via iTunes and also via over-the-air update.
Finally they reduced the spare memory needed for an upgrade. This is the reason so many remain of iOS 7.
Actually, if the 28% that are still on iOS 7 are there because of spare memory, they are really there because they don’t know that upgrading through iTunes rather than on the device obviates the need for all that spare memory.
Personally, I think the 28% is sizably there because their hardware doesn’t support iOS 8.
Maybe they don’t have iTunes, have you considered that? Many latecomers to the iOS platform have likely never plugged their devices into a computer even once. It’s all well and good for us Apple veterans to talk about how they should just use iTunes, but there are those who want to use an iPad instead of a computer.

If they don’t have iTunes wouldn’t they be covered under the description: “…they don’t know that upgrading through iTunes…” ?
Yeah, I guess. I just have a problem with the attitude that this is just something these people should know. Not everybody who owns an iOS device is an iTunes user.

This is a BIG update, since it requires less free space than earlier releases. Many iOS users couldn’t update to earlier iOS 8 versions because of no room on their devices and they don’t have or weren’t able to use iTunes.
Still can’t write App Store reviews with a third-party keyboard. I don’t have high hopes for this update.
Just experienced the bug where Messages screen gets stuck when switching to it from another application while using a 3rd-party keyboard.
Down vote me all you want. This update doesn’t fix one of the biggest issues with iOS 8.

it’s a well-known fact that third-party keyboard support in iOS 8 is terrible. if you’re not aware of that, spend a few minutes outside of this MDN circle jerk

If memory serves, the testing is browser-based, so they need to lock the browser down so kids aren’t heading off either for fun or to find the answers.
The multitouch gesture bug on my iPad has been driving me up the wall. 8.1.3 seems to have fixed it… finally!
Here’s my story:
iPhone 6, 128GB
iTunes 11
old Mac Pro, Mavericks
Attempted to update iPhone 6 using WiFi. It failed.
Plugged phone into Mac and attempted again — took a full hour to do its thing.
After 8.1.3 install, everything seemed fine — exactly as before.
Since the phone was plugged in, i decided to sync some new playlists. Noticed immediately that over 1/3 of the phone’s memory usage was classified as “other”. That’s BS.
Researched that for an hour, and of course nobody has a clear answer of how to identify and clean that up. Several independent sources recommend 3rd party iPhone file browsing software or even jailbreaking. Several online users recommended restarting the phone or completely wiping it and starting from scratch. Great — this is just like Microsoft. So I did a hard reboot first. No change. In iTunes, unchecked all media and synced the phone — iTunes still reports just as much “other” memory use. So then I deleted several large apps from the phone and attempted to sync again. Several hours later, iTunes is still churning away. Cancelled the sync, restarted all devices again, and gave up.
I have an iPhone that seems to have 1/3 of its memory wasted on data I can’t identify or manage. I have a buggy backup process that typically requires multiple attempts to complete. And i have practically zero help from Apple’s online support pages — it’s almost as though Apple doesn’t want to even address anything but current products, and their answer to everything is to downgrade to the latest version of software instead of first identifying the problem.
Apple: this is not the level of quality I have come to expect from you. iPhone sync and backup is as frustrating as any Windows device, and your online support pages are useless. I will not degrade my software to the latest flat ugly GUIs and I will not use your iCloud. How about just offering me the functionality that was promised when I bought the iPhone, with the software that I had when I first bought it? Hmmmm?
I have the same problem, The others data on my 4s keeps balloning over time and no way to clear that out. Recently It had gone over 2.5 GB, I had two options one is do a complete reset of the phone by erasing everything and start installing and copying music from the beginning. Or restore the phone from the backup. I restored this time and I got back over 1 GB of space back.
Apple should give an option of selective restore, i.e.
one Option erase everyting and give an option of just restoring the messages and phone log. and
the second option of choosing what apps to restore along with the first option.
Even if they allow the first option of restoring I am sure majority will be happy.
